Hello,

I encountered an issue while attempting to download 114 sound files using the download group feature. The problem arises when setting concurrentDownloadsRunningCapacity = 2. Specifically:
1. Not all downloads are added to the queue.
2. When queuing 114 files, only 100 files proceed to download.

Could you please investigate and provide a solution?
