[TASK] Update Restaking Page Organization

Description

Enhance the Restaking Page UI to improve organization of all components in relation to restaking by using a tabbed interface to better organize Restaking components:

• Tab 1: Restaking Transactions

  • Place restake transaction components including deposit, delegate, undelegate, and withdrawal in this section.
    • Update "Staking" and "Unstake" to "Delegate" and "Undelegate".
  • Disable interactions (use disabled cursor) on the transaction component since it is currently under development and audit to prevent confusion. But allow users to switch between tabs (deposit, delegate, undelegate, withdraw) to preview features.

• Tab 2: Operators List

  • Display a banner introducing Tangle Operators and their role.
  • Add an empty table placeholder with a CTA (TBD) (i.e., campaign to register as an operator for early access) to prepare for operator onboarding.

• Tab 3: Blueprints List

  • List all available Blueprints linked to their respective GitHub repositories.
  • Highlight the "Hello World" Blueprint as the boosted Blueprint.
    • Note: when fetching descriptions from the meta JSON for each Blueprint, we should ensure the "Hello World" Blueprint description encourages developers to start building their own Blueprints (e.g., "HELLO WORLD Blueprint provides a starting example for developers to create their own innovative services on Tangle.").
