Handling these fixes on a separate task to avoid over-extending the previous one (#2665):

Consolidate chain switching behaviours across dApp pages for consistency.
Lack of standardization of account component
Change explorers to just icons (Figma Link)
When in split screen, scrolling downwards footer is not bounded to bottom
Fix table toggle ranking misalignment
