Is your feature request related to a problem? Please describe.

Visitors are currently seeing generic TYPO3 403 errors.

Describe the solution you'd like

  1. Create a page for 403 errors in the page tree. Similar to the 404 template.
  2. Add 403 error handling to the site configurations.
