See this run for example:

The job fails to read the PR metadata, which leads to "Go Generate" job fail:
https://github.com/synapsecns/sanguine/actions/runs/6431384183/job/17470785446

When rerunning failed jobs, the "Get PR Metadata" is not reran, leading to "Go Generate" job fail again.
