Seeing as the ability to build OOCSS requires us to download ~375MB of 3rd party software, could we get generated static CSS committed as part of the repo?

You can download the zip of the compiled build from the OOCSS release: https://github.com/stubbornella/oocss/releases/tag/v2.0.0
