You can re-activate them through the API actually ;)
I have no idea how to put that into the frontend.
[active user] [stale users] [inactive users]?

understand. thats a tricky one without login and permissions.
inactive users and grayed out maybe?

Does this need a change in the backend ?
I could let the deactivated users be findable by search for example :)

I am not sure if you need backend changes for this.
The search would be an option
