Should it be possible to stop a filesystem and to list stopped filesystems?
We can assemble the pros and cons, but, we have noticed that if a pool is partially torn down, but some filesystems are mounted, then some of the filesystems are torn down and remain so. That is one way to get stopped filesystems.
The second way is to allow stopping them deliberately. Is that useful?
