i know it may not be tag-problem. Though it's a very useful and important
metadata, and most players/tools get it wrong, e.g. assuming const bitrate when
it isn't, etc
is this on road map somewhen - or not at all?

It is possible to implement this, but it'll require teaching stagger to
understand the entire MP3 file format, not just tag contents. It wasn't on the
road map yet, thanks for bringing it up. I'll think about it.

Pull requests are very welcome! It looks like mutagen just reads Xing headers rather than doing frame-level inspection. It shouldn't be too difficult to add similar functionality to stagger.
