I am able to follow steps 1-4 of the dev setup instructions, but I feel blocked by step 5. Is it possible to put a ~10MB example dataset in the repo so potential contributors can see the data format and so the whole project will work out of the box?

Those instructions are out of date, I believe. An example dataset would be good.
