Scheme type not in WebRef

The scheme type is part of the contract, but no one seems to define one (or at least use the type).

This is not really an issue... more of an observation and just wondering if there would be any special validation for scheme?... like, it should be a word ("http"), but it could go through the URL parser to make sure it's ok.
