Files under _spaspec use lower-case file names with no extension (except when they're HTML).

On lowercase: The only reason I can figure to make a name uppercased is to change its sort order relative to other files in the directory, and there are no files in _spaspec that have a reason to be above other files (the way .git/HEAD is special in Git, for example).

On no file extension: this is the traditional convention for plaintext files whose behavior and "schema" is based on filename, in *nix-y standards like this (eg. /etc/hostname).
