tweakreg memory usage (imalign?)

Issue RCAL-733 was created on JIRA by David Davis:

Tweakreg takes almost 50 GB of memory (MEM 49299.04 MB) when aligning the wcs to GAIA.

It appears that most of the memory usage is in the imalign module.

I've attached the memory usage plot.

Yes.  I'm trying to decide if I should update romancal to depend on the dev version of tweakwcs, or follow Mihai's suggestion of additionally trimming input catalogs in romancal.  But

spacetelescope/tweakwcs#196

alone does successfully address the issue.  I think I'll go ahead and close for now, though we could do more there if needed.
