From the JWQL user survey:

Add ability to select "All observations" from the "available observations" dropdown menu when looking at a single program. Some programs like pure parallels have dozens of observations with just a few exposures each and it can be very tedious to look through them all.

The submitted mentioned this as one of their top 3 improvements in terms of priority.
