Correct NTPd package choosing under el9 #253

Description

Making the jump from EL7 to EL9, I noticed the name of the package that delivers ntpd and ntpdate is now from the ntpsec project via EPEL9.

Issues Resolved

Check List

  • A summary of changes made is included in the CHANGELOG under ## Unreleased
  • New functionality includes testing.
  • New functionality has been documented in the README if applicable.

Cannot test: Will not run Chef15+ due to licensing trapdoor; but code tests well in 14.15.6/el9 .
