Update retry feature

Long ago, I submitted an issue about the update retry feature on SADX Mod Loader (X-Hax/sadx-mod-loader#41). Right now, I'm having a same problem on Mania Mod Loader. I'm using Mania Mod Loader Plus, and I'm encountering an update error every time I check the updates. I know the retry feature is missing on this mod loader too, so I recommend to add this feature also on Mania Mod Loader for more user-friendly, unintrusive experience.

That feature would be implemented in ModManagerCommon, so it would be implemented in all mod managers simultaneously. There's really no need to have it listed in every mod loader repository separately.
