Azure.sonic-stp pipeline is broken, BuildArm arm64 is stuck indefinitely, code PR build test at sonic-stp will fail, eg, sonic-net/sonic-stp#38. Rerun and resubmit does not help. Pipeline maintainter confirmed a backend fix is needed, raise an issue to track.

Discussed and agreed to disable armhf/arm64 build on sonic-stp to unblock community merge

@liushilongbuaa pls help disable to allow code merge
