Questions about data fetching using query?

I have to understand the reasons for why preload cache is only 5s? Same applies for the "any user based navigation or link click", which bypasses the cache? Why?

My case is for example that I use nested routes, which are wrapped in tabs and almost all the tabs uses the same data? It seems to load the data all the time in my case. Are there any plans to have options for the query or something similar to tweak the preload cache time or for example preserve the cache on user based navigation?
