Idea for upgrade ecosystems

I propose to create a layer-2 of the system to keep up with competition for Solana Layer-2 Scaling Solution Inspired by OP, ARB, and Base.

I'd like to propose the development of a Layer-2 solution for the Solana ecosystem to enhance performance and stay competitive, inspired by the success of Layer-2 solutions like Optimism (OP), Arbitrum (ARB), and Base.

Objective: Develop a Layer-2 for Solana to increase scalability, reduce gas fees, and improve transaction speeds by leveraging concepts from successful Ethereum Layer-2 solutions.
