Schedule monthly upload of custom dictionaries (optional at install)

Romanizator should install a montly scheduled task for uploading the custom
dictionaries from: mozilla extension and ooo extension.

Question: how to identify all upload made by an user? We do not need to
identify the uploader but we need to know all uploads from the same uploader.

This is required in order to be able to filter 'bad' uploaders: people who
introduce a high number of bad words.

The problem is not about bad intentions but many people may add incorrect
words in the dictionary by mistake.
