SNOW-926514: Missing release notes for 1.9.0

As the title says—the GitHub release notes for the latest version (1.9.0) points to the community page, but that page only has notes up through 1.8.0.

hello and thank you for submitting this issue, we know it's missing and apologize for not being able to publish it in a timely manner right next to the release time. i'll update this issue once it's out. edit: here's a draft version though and please note it's subject to change and the one published in docs.snowflake.com is the official one. But hope it helps.

BCR (Behavior Change Release) Change

• Removed support for the Node.js library version 12 in the Node.js driver. Node.js no longer officially supports version 12 of its library. Snowflake encourages everyone using the Node.js version 12 environment to upgrade to Node.js version 18.

New features and updates

• Added support for hybrid transactional and analytical processing:
  • Added retry context in retries for query requests.
  • Added query context caching.

Updated the following libraries:

• Replaced the urllib2 library with axios.
• Upgraded aws-sdk to version v3.
• Upgraded uuid to version 8.

The monthly update for node.js is at https://docs.snowflake.com/en/release-notes/clients-drivers/nodejs-2023 (until 2024).
