Add option to run Whisper Transcription on local machine instead of through contacting OpenAI servers. This will allow users to preserve privacy or save API costs.

I guess an approach could be to use whisper-rs, perhaps behind a feature flag to not drag in that codebase for those happy with online processing and appreciating the smaller footprint of current codebase.
