Static assets return 404 under Rack 3 #15

I did a bundle update recently which updated Rack to v3, and all the static assets started to return 404's for the enrolment page.

Ruby: ruby 3.3.4 (2024-07-09 revision be1089c8ec) +YJIT [arm64-darwin23]
Bundler: Bundler version 2.5.17
Rack: 3.1.7
