Run test in test/live modes as well as dev #5

Currently the CI is only ever run in dev mode.

It's unclear if there are unit or behat tests that correctly test if things work as expected in test or live mode. If there aren't, we should either run CI in those modes (and see what breaks) or add appropriate tests that set the mode to test or live for the duration of those tests.
