Attachments at the root level are not exported

What steps will reproduce the problem?
1. Do an export
2. Check for attachments which are stored at the root "/" level

What is the expected output? What do you see instead?
- Attachments at the root level should be exported into the root directory of 
the export

What version of the product are you using? On what operating system?
- google-sites-liberation-1.0.4.jar
- Mac OS X 10.7.4

Please provide any additional information below.
- We store many images used on multiple pages and various custom gadgets as 
attachments at the root level.  These should be exported just as attachments to 
a specific page are exported.
