currently https://github.com/sigstore/root-signing-staging/blob/main/targets/trusted_root.json#L47 references a key type PKCS1_RSA_PKCS1V5 but that's deprecated as of https://github.com/sigstore/protobuf-specs/blob/main/protos/sigstore_common.proto#L65.
