Implement more accurate way of detecting zone

We need to consider other bssid's that may have a stronger signal than the one currently connected to.

Its important that this specific type of functionality be done client side, IOS cant see any other non connected BSSIDs and neither can BlackBerry devices. IOS devices might be able to look for other captive portal style SSIDs but if tthats the case it will only be able to do this with SFUNET.

Bottom line. I think do this all client side. As an optional value when figuring out our position ill see if we can pass signal level into the server request
