update to use a more contemporary map matching package

The map matching package that we've been using in 2019 (https://github.com/caomw/map_matching / https://github.com/sdrewc/map_matching) has not been updated in a decade. There has been huge improvements on the map matching front since then. Both @sdrewc and @chunhochow are in favour of looking for a better alternative.

• identify alternative contemporary package(s) for map matching
• notify MTC of these resources so they can update the pipeline, since this is a priority for MTC too
