USER CANNOT CREATE PALETTE THAT SHARES NAME WITH EXISTING PALETTE #26

As User, I should not be able to:

create a palette that shares a name with an existing palette, in the same folder
so that I can avoid running into issues with which palette I am referencing
error handling for palette already exists in this folder
display that error to the user
