Semaphore Documentation for windows?

Hello, looking at the documentation for semaphore and trying to understand what the semaphore.exe does? I don't see any documentation under nor does semaphore.exe --help seem to provide much? I am assuming that one must install or make accessible a compatible sql db? Also, how does it handle running ansible? Does it require an instance of WSL v2 to install Ansible in, or a container or something else? I am assuming the .exe file runs the web server portion? Just trying to wrap my head around how it works and how someone would go about using it. Anyone use semaphore running on windows to use ansible to manage some Windows systems via winrm? Sorry if this seems like a dumb question or if I am missing something obvious. Thanks!
