Just thinking aloud. Everything - units, sources, incidents, persons, locations - in WWIC datasets has a UUID:

The UUID should be a quick way to get to that content:

With a shortener URL

Truncated UUID with shortener URL:

This would help us provide url references inside text/reports that won't allow hyperlinking.
