Zoom range not working

The Zoom range for heatmap layers added to the Samoa project (https://seasketch.org/samoa) doesn't appear to be working. For example, the Observed Ocean Impacts layer is set to include all zoom ranges but when zoomed out, the layer disappears.

And reappears when zoomed in (but should always be visible).
