Why do I still get this error even after adding the tokio dependency?

Are you using something else to block_on? You need to be executing the async functions in a Tokio runtime.

And if they're not then I can't use reqwest?

That's just how Tokio works, accessing a tokio::net::TcpStream must be done within a tokio::Runtime. Rust treats different versions of a crate as completely different libraries, so you need those to be the same.

Actix shows in the Cargo.lock no specific Tokio version

I switched to reqwest::blocking async isn't neccessary anymore
