Fails to complete setup

Debian 12, amd cpu, 384g ram, docker Version: 20.10.24+dfsg1

Looks like it never never finishes setup or running the base setup..
From the short time of debugging, noticed that some apps are not installed like git, wget.

Debugging noteAlso doesn't appear to have ran anything on the app container.
I have check network. Test apt update with no issues there.

Docker-compose was used.. Almost an exact copy of the example. So this is easy to repeat.

The DB container looks like its ready to go. Database and tables are created.
No errors in any log.
