Found issue. https://github.com/sdn-sense/rm-configs/commit/482a26289aed3cb3a90a4953e72cac78f141bb2d
LA Arista has Eth13-1 (realport) and Eth13-1-fnal (fake port). In case submit - it checks fake port for allowed vlans + device. In case of modify - it checks fake, realport + device for vlans. As real port does not allow that - it fails.

Modify should not check realport
