Character list should not scroll when all characters fit on the page.

Expected Behavior

When the list of characters is short (e.g. 1 or 2), and all characters fit on the screen with the 'add character' button, there should not be scrollbars, and the character list should not scroll.

Device and Operating System

HP x360 Chromebook (high DPI)

It would be good to confirm what devices exhibit this behavior:

• all devices (iOS and Android)
• all android (and chromebook installations)
• only chromebooks
• only high DPI
