Pick better simplification tolerance for Community Area GeoJSON

I simplify the Community Area geometries when exporting as GeoJSON to try to keep the JSON size down. I used a simplification tolerance of 0.002 which produces results like this:

This looks too jagged. Try different tolerances until we get a good balance between file size and nice shapes.
