좋네요 Header 클래스에 static 메소드 같은걸로 잡아놓아도 괜찮을 것 같습니다.

사용자가 핸들러에서 쉽게 사용할 수 있도록 response를 타입별로 나누는 방법 고려해보기

http 메소드에 따라 타입을 나눈다.

그런데 response에 직접 접근하는것은 좋지 않을 것 같으니 빌더로 제공한다.
