A data fix requested by PAM, fifth priority from #533.

Description
Plate with barcode 95040456002133259 had non-clinical samples and duplicated samples. Ideally we should remove or mark as deprecated/obsolute these samples according to plate map sent to Tom W, Stuart M and Andrew S on 31/03/22.
This should be done in the MLWH database (lighthouse_sample table). They should also be dealt with in the MongoDB and any other databases/tables they may appear in (the MLWH sample table, SequenceScape, Events Warehouse).
There is a chance these samples were picked and sequenced, and if so it may be needed to get NPG involved.
