Create a Project Page

We want to have a project page on the website with all the projects we have ever had. In order to do this, we need to create a new page and follow the figma designs.
Note: this ticket is not requiring you to implement the entire page. Whats required is outlined below.

• Create a new page
• Link the page to the tab in the nav bar (can only be done after ___ ticket is done)
• Set the background to sandbox's color navy. (if you look in the code you should be able to find the color we use)
• Add the title and copy text
