Upload documentation when publishing on Hackage #180

Currently Haddock documentation does not build on Hackage automatically and I have to do this manually from the release tag:

git checkout v0.7.4
stack haddock --no-haddock-deps --haddock-for-hackage
stack upload --documentation rzk
