I have configured an App Layout that should open all windows even if they have been closed/minimized and bring them to the front. For some reason it does seem to open all apps, but randomly does not bring one of the apps to the front (it stays in the dock, showing its open).
This is my app layout configuration
And this is the result (after having quit each app, so none is running)
In this case it is the Teams app that is not brought to the front, but sometimes it is a different App. Clicking on the icon in the Dock brings the App to the front.

This scenario is often a case of Rectangle Pro executing the commands properly, but the app not responding to them. Teams is one of the most common apps to exhibit this behavior.
