combine_bc/compare_bc more specific on axes

I was thinking whether combine_bc/compare_bc should be more specific what axes to allow to be broadcasted.
E.g. you have inputs [B,T1,D] and [B,T2,D] and you would get [B,T1,T2,D], then you need to specify T1,T2 as possible broadcast axes.
