Pytorch and fbgemm.dll error

As of now we need to follow this solution :

Download Visual Studio 2022 community install and install below components

1. Visual Studio 2022 community: https://visualstudio.microsoft.com/vs/community/
2. Select the components as in the screenshot and install it should fix
