Look into the issues highlighted in #78

Bring in roads from OSM if a road value is set
- Download road types
- Give paved and unpaved values, and widths
- Set values directly from buffered roads. Will loop over paved / unpaved / classifications. Note may need order in future.

In future:

Add support for zo from land use file.
Consider Set the river zo values based on the reach classification
- Need a dataset if we are to do this. Instead set to a default value as a second order effect.
Consider Bringing in powerlines from OSM
