What needs to be done

Add paymentAmountMultiplier and scope as CHECKFIELDS
- So that these questions can be part of the XLS form, but they will not be created as new fields in 121
Review rest of code to check if this is indeed the only thing that needs to be updated
Test if it works correctly

Acceptance Criteria

paymentAmountMultiplier and scope can be part of the XLS form and "create program" functionality in 121 works correctly
