As a Uganda floods user

I want the ability to post community notifications via Kobo the same way it is possible for Uganda heavy-rain

So that

When selecting the community notifications layer they show up in the map as clickable markers with a popup

@arsforza can you add a description here. The description should include: what this is about and why we should pick up this work (what value does it add: e.g: dev team, to user etc), This will make it easy for us to prioritise together.
