When removing a package from a repository or moving packages around, the repository pages of a project do not properly reflect the change. Example issues:
If a package is fully removed, it is not removed from the packages page.
If a package is removed from an exclusion list, it will appear in multiple repositories at once
It is not clear if this is a front end issue or another issue entirely.
Reproduction Steps
Add a package to a catalog and pick any repo or use a new repo name and sync
Remove the package from the catalog and sync
Expected Behavior
Package should no longer be in the packages list nor should it show up on the repository pages.

This is related to cross-project builds not carrying over as affected when a catalog changes. We might be able to fix this short-term, but haven't investigated fully.
