One should be able to generate grid_availability based on the hours of the day where dso provides electricity

This would be for the case where one knows the grid only provide at fixed times. Of course blackouts should be able to by applied on top of that.

For this the function generating blackout events should take grid_availability as argument and sample events only at times when grid is on.
