Add Current Term Config to Airtable API

Current behavior:

The term of current semester (e.g 2021-2) is hardcoded on server and may become hard to maintain.

Requested behavior:

Currently we have Airtable API to save non-secret configs. Setup on the code and Airtable API is necessary.

Why this behavior is better:

For future use, it will be easier to maintain since there will be no need to find and hard-code the term every semester on the code. Hence, no code push/deployment is required. The maintainer of this site only need to update the config on API.
